Under repeated questioning, not least from Lynne Featherstone, LibDem transport spokesperson, Mayor Ken Livingstone insisted that he would not drop congestion charging in exchange for control of the Tube. This was a public commitment given at Mayor's Question Time on 19 December. Junior Transport Minister John Spellar was quoted earlier as saying that the Government might step in and axe the Mayor's congestion charging scheme for central London. With rising press speculation that his boss Stephen Byers was poised to decide against the public/private partnership deal for London Underground, the idea of a deal in which the Mayor gave up the congestion charge in exchange for control of the Tube had gained ground.
